May 30, 2019 Board Meeting

The Board met at David Tattersall’s home at 26 Beach Drive at 6:05 PM.  Present: David Tattersall, Joe Tyszkiewicz, Alan Schaevitz, Mary Sinclair, Rick Hopper, Ogden Hamilton, and Stu Brown
Absent: Laurie Favaro, Abbie Urban

  • David welcomed Ogden Hamilton to the Board as a newly elected member replacing Hal Lauritzen, who retired from the Board.
  • The Board minutes of 4/2/19 and the minutes of the 4/29/19 Annual Meeting were approved as submitted.
  • It was moved, seconded, and passed that the current officers of the Association should continue (David Tattersall, President; Rick Hopper, Vice President; Stuart Brown, Secretary; Mary Sinclair, Treasurer). 
  • Stu reported that there are 53 paid members in the Association to date this year. Alan said it would be desirable to improve outreach in order to increase the membership. [There are 163 parcels in Bayside Acres.] He suggested one way is through promotion of fire prevention. Ogden suggested disaster preparedness as another avenue.
  • Mary reported that we have $4,371.28 in the Association’s bank account. 
  • Summer Party: After discussion, the date of Sunday, Aug. 25 was agreed to. David will confirm with the Loch Lomond Yacht Club and pay the deposit. The party hours are 4-7 PM, with setup starting at 3 PM and cleanup to finish by 8 PM. Bar arrangements will be made.
    • Mary agreed to again organize provisions and Supplies with an assist from David 
    • Grill – Rick, with help from David Grega. 
    • Kitchen setup and food prep.: Mary, Joe, and Abbie with assist from Andrew Sinclair. 
    • Reception – Stu with assist from Mary. 
    • Cleanup – All.
    • Notices: Alan will issue a “Save-the-Date” email by July 25. Alan will send out a follow up email before Aug. 10. Stu will mail copies of this to those without email. RSVP’s will be requested by Aug. 20. 
  • Fire Safe Marin: At David’s urging Bayside Acres will form a committee. So far Joe Tyszkiewicz and Bruce MacPhail (Main / Manzanita) and Diane Fruin and David Tattersall (Chicken Point) and Rick Hopper (Bayview) are members. 
    • To start, meet with Jason Weber, Marin County Fire, to outline protocols and organization. Then educate neighbors
    • Joe brought up the eucalyptus on Main Drive, which are on City and SR Schools property. David will contact the SR Fire Chief.
    • For the next committee meeting David will try to get the City and County fire chiefs to attend. Ogden knows Mr. Robert Sinnott, Deputy Fire Chief. He would be good to have at the meeting.
    • We could then give an update at the summer party.
    • The possible PG&E electricity shut-downs were discussed. 
  • Local Agency Formation Commission (LAFCO): Jason Freed contacted David about whether we would be interested in becoming part of San Rafael. He would like to meet with our Board.
    • Alan said that the Point San Pedro Coalition has met with him on the same topic.
    • While the vast majority of the Board expressed disapproval of Bayside Acres being annexed to the City, it was agreed that it would be appropriate to meet with him as a courtesy.
  • Annual Meeting Ballot Comments Received:
    • Fran Freedman at 130 Bayview Drive: “Garbage cans left out on the street have increased.” No action. Cans at 57 Bayview left out because owner is disabled and has steep driveway.
    • Alan Schaevitz at 193 Bayview Drive: “Fire prevention is a very hot topic.” Addressed per above.
    • Hal Lauritzen at 53 Beach Drive: “The ‘hedge’ on the median at San Pedro and Beach Dr is still blocking the view coming out of Beach Dr while trying to make a left turn onto San Pedro. The hedge should be trimmed back.” [Secretary’s note – this hedge was trimmed within the last month.] No action.
    • Bert Thunstrom at 45 Manzanita: “Remove the dangerous Eucalyptus and Acacia trees which continue to unpredictably fall and present danger of injury as well as a significant fire hazard throughout Bayside Acres.” Addressed per above.
    • Bruce MacPhail at 75 Manzanita: “Fire prevention. Trump. Global warming.” Fire prevention addressed per above. 
    • Catherine Jameson and Bill Mandel at 115 Oak Drive: “Please keep ivy cut low on median Pt San Pedro. Keep pressure on Quarry to mitigate truck noise and exhaust. Cut foxtails along Beach Dr.” See above. PSPRC handling trucks. No action on foxtails. 
    • Tom O’Brien and Elaine Goldman of 712 Pt. San Pedro Road: “Who is responsible for cutting the grass and weeds that grow along the sidewalk from last house on Pt. San Pedro 700 block to The Strand?” The Marina is responsible. 
  • The Strand Development: Alan reported that the soil compression for the next residential construction phase will require several more months. All new units have been sold. The planned replacement of commercial buildings is stalled. Solutions to the flooding on the playground and breakwater connector are stalled within BCDC.
