March 9, 2017 Board Meeting

The Board met at David Tattersall’s home at 26 Beach Drive at 6:46 PM. Present were: David Tattersall, Joe Tyszkiewicz, Alan Schaevitz, Mary Sinclair, Laurie Favaro, and Stu Brown. Absent: Hal Lauritzen, Rick Hopper and Abbie Urban.

  • Alan noted that Saturday will be the second anniversary of the death of Sue Wilhelm, long time Board member andsecretary.
  • Treasurer’s Report: Mary reported a current account balance of $3,072.14 in our checking account and $800.60 in our savings account. [This is held in two accounts (savings and checking) to avoid incurring bank fees.] The main expenses were for the annual party last August ($295 to Loch Lomond Yacht Club (LLYC), $375 for food, $108 for copying, and $375 for mailing and other costs). 53 people attended theparty.
  • It was agreed to keep dues for 2017-18 at $10 per parcel. Alan, Joe, Laurie, and Stu paid their dues to Mary.
  • Annual Party: With enough money in our account, it was suggested that we make the party free to dues-paying members, as was done last year. The consensus was to do this. A date for the party was discussed and it was agreed to have it on Sunday, Aug. 20. David will contact the LLYC to book thedate.
  • Alan noted that there are more Bayside Acres residents on Nextdoor than are members of the Association (currently71).
  • David mentioned that the target date for the opening of the relocated Andy’s Market is April14.
  • AnnualMeeting:
    • Board Membership: The terms of Favaro, Sinclair, and Urban are expiring. Abbie has emailed Stu that she agrees to run again for the Board. Laurie and Mary said they are willing to run againalso.
  • Alan suggested that in lieu of a place meeting we have a virtual meeting as has been done for the past two years. The Boardagreed.
  • It was agreed to distribute by March 11 to BAHOA residents a “Save the Date” letter announcing a virtual meeting, and a) inviting candidates for open Board positions and b) soliciting any issues pertinent to Bayside Acres which should be brought to the Board and/or should be discussed at an in-person meeting. Alan will draft this letter. The letter will be emailed to the Board for approval, and then emailed to property owners, with a request for responses by March 25. Stu will hand deliver a copy of this letter to those for whom we have no emailaddresses.
  • A second letter announcing the virtual meeting, soliciting yearly dues and containing a ballot for Board positions, and including a return envelope addressed to Stu, will be drafted by Alan and hand delivered (Stu to coordinate). The letter should be distributed by March 29. Responses will be requested by April 12, the date of the virtual meeting. Stu will receive and tabulate theresponses.
  • Loch Lomond Marina Development: David and Alan are members of the Point San Pedro Road Coalition (PSPRC) Marina Committee. They reported that the developer, MVA, has incurred a fine of $220 thousand from the Bay Conservation and Development Commission for a host of failures to meet permit conditions, including to flooding and wetlands drainage. A daily fine continues. Also, the City of San Rafael has cited a list of deficiencies. The consequence is no occupancy permits will be approved for any units lacking drywall as of last November. The Committee has been meeting monthly, and has had good support from both the City and BCDC. About 20 units have been sold sofar.
  • San Rafael General Plan GP2040: This will update GP2020. Alan said there will be a community steering committee. The PSPRC has been asked to provide a representative. The update will include consideration of what happens if the San Rafael Rock Quarry is annexed to the City. Alternatively, an urban boundary could beconsidered.
  • There was a brief discussion about making a gift to the PSPRC. The Board approved this some years ago, but we have not made a donation recently. It was moved, seconded and passed to send $100 to theCoalition.
