The Board met at David Tattersall’s home at 26 Beach Drive at 6:27 PM. Present were: David Tattersall, Joe Tyszkiewicz, Alan Schaevitz, Mary Sinclair, Rick Hopper, Abbie Urban, and Stu Brown. Absent: Laurie Favaro, Hal Lauritzen
- The Board minutes of 3/20/18 and the minutes of the 4/22/18 Annual Meeting were approved as submitted.
- Summer Party: The date of Sunday, Aug. 26 at the Loch Lomond Yacht Club has been reserved by David and a deposit has been paid. The party hours are 4-7 PM, with setup starting at 3 PM and cleanup to finish by 8 PM. Bar arrangements have been made.
- Parking: No parking in the spaces for Andy’s Market. This will be noted in the party announcements.
- Provisions and Supplies will be organized by Mary. Expect attendance of 60 people; buy for 80.
- Grill – Rick, with help from David Grega.
- Kitchen setup and food prep.: Mary, Joe, and Abbie with assist from Andrew Sinclair.
- Reception – Stu with assist from Mary.
- Cleanup –All.
- Notices: Alan will issue a “Save-the-Date” notice by email by July 26. A hard copy notice will be drafted by Alan and distributed to mailboxes before Aug. 11 by Joe (Main and Manzanita), Rick (Bayview), Hal (Beach, Oak, Marine) and Stu (Pt. San Pedro Road), with RSVP’s requested by Aug. 21.
- Tree Hazards – Main Drive: Member Bert Thunstrom, 45 Manzanita, emailed the Association twice about falling Acacia trees and Eucalyptus branches on Main Drive, which create hazards for drivers and pedestrians. Joe contacted both the San Rafael City Schools Administrator and the San Rafael head of Public Works about this. They committed to corrective action, and on July 10 the City employed a contractor for a day to cut trees and branches. Bert has been informed. Action: Joe will follow up to see if more work is needed.
- Abbie said there are also issues with the Euks on the first and second major bends on Bayview Drive. The County is sensitive to these concerns, and it is timely for members to complain to the County about tree issues. Stan Urbanhad called John Roberts at the County several weeks ago about the large tree on the first bend (near his property) and met with him on site. John agreed that it appeared the tree was in the County right of way and needed to be removed or reduced. He is going to look into it and get back to Stan. Stan will follow up with John. When they connect, Stan will also inform John about the tree on the second bend (just below 60 Bayview). That is a tree that some people are worried about. Stan and Abbie will aggressively pursue getting the County to remove both of these trees (one at each of the first two major bends), and will report back with progress (or if there is any resistance). The initial reaction from Mr. Roberts a couple weeks ago about the first tree was quite cooperative.
- David noted that the County, at his urging, recently cut weeds along the edge of Beach Drive.
- Outreach to Members: Alan said it is important to justify the Association’s existence to members. He suggested outreach in the form of emails and website postings. Action: Abbie and Joe were asked to give Alan some input.
- St. Luke’s Church Issues:
- The Porters, 100 Bayview, and Stu, 85 Main, object to the banners covering our Bayside Acres sign, and other signage. A sign ordinance may be being violated.
- Abbie reported on ongoing 2-4 hour meetings held by a Pentecostal-type group that leases church facilities for services, which include loud music and chanting. This can be heard in Chicken Point. The Sheriff has been called 20-30 times for noise ordinance violations.
- A synod in Petaluma controls St. Luke’s. The church needs money, and has not been cooperative.
- David said the Board should send a letter to the Church saying we don’t like the way the property is being managed. Actions: Alan to send an email to Bayside Acres and post an item on Nextdoor for Loch Lomond and Bayside Acres asking who is affected. David to check with the Cove. Abbie to follow up with the Porters.
- Traffic Light at Loch Lomond Drive / Lochinvar and San Pedro Road: The Porters, 100 Bayview, complained about the short time between light changes, slowing SPR traffic. Alan explained that the light stays green for SPR until a car arrives from Lochinvar / Loch Lomond Drive. The light changes after a minimum of 20 seconds between stoppages, or 40 seconds in heavy traffic. For more detail see the item on sprcoalition.org. Action: Alan to email to Porters.
- Need for Two Right Turn Lanes from 101 Off-ramp to Second St.: Fran Freedman, 130 Bayview, raised the issue. Alan explained that Caltrans controls this intersection.They say they can’t have two turn lanes crossing a pedestrian lane. If the City eliminates the crosswalk, Caltrans will restripe the lanes. Action: Alan will respond to Fran.
- Traffic and Parking on Bayview: Sue Lynn, 140 Bayview, raised the issues, but was vague.Action: Stu to contact Sue.
- Road Signs on Bayview: Ann Goforth, 25 Bayview, asks for 1) “Slow – Pedestrians / Dogs” as a counter to speeding, and 2) “Dead End”, to prevent people from trying to use her driveway as a route to Loch Lomond. Action: Abbie will ask County Public Works to put a “No Outlet” sign at the fire hydrant opposite 185 Bayview (corner of Bayview and South Bayview) and also the other sign. Ann might also put up a “Private Property” sign.
- Ivy on Median at Beach Drive Intersection with San Pedro Road: Peter Stack requests that the ivy be trimmed more often, since it impedes visibility for people turning left from Beach onto SPR. David said he is working with the City on an ongoing basis.
- Scotch Broom Growing around the Lagoon: Dianne Fruin, 123 Oak, raised the issue. Action: David will contact Dianne to clarify, since we’re not sure where any Scotch Broom is located.
- Loch Lomond Marina / The Strand Development: Alan reported that the City has no authority to force the developer, MVA, to finish construction. There is no performance requirement in the permits. The City will not renew the expired permits to build a pad on the former Andy’s Market site, move dirt to that site, or build a restaurant. It appears that the developer doesn’t care.
