December 2, 2006 Annual Meeting

The meeting was called to order by President, David Tattersall at 10:05 AM in the Bayview Meeting Room at St. Luke’s Church.  David introduced himself and then introduced Gwen Mauvais.  She is an active member of St. Luke’s Church and filled us in on upcoming events that are being held at the Church.  She also told us they had a relatively new minister, Matt Gough. Gwen ended by inviting us all to attend the church some Sunday morning.

Minutes:  The minutes were approved as typed.

Membership:  We had about 60 members last year and hope to grow our membership this year.

Treasurer’s Report:  In Mary Sinclair’s absence, David Tattersall gave the treasurer’s report.  As of the last Board meeting there were 64 paid members.  We had $1128.00 in our bank account.  These funds are used to rent church space for meetings, postage, etc.

Old Business:

  Please take the time to look at our website in order to keep your self informed.  It is updated regularly by our webmaster, Alan Schaevitz.

We receive many notifications of requests for building permits issued in our neighborhood.  Upon receiving these notifications, they are put on our website.  Please let us know if there is anything new that we don’t know about.

During 2006 we have had three Board Meetings. The Board has been –

Working to increase the awareness of Emergency Preparedness;

Keeping our eyes on storm damage and repairs underway or completed by the County.  We also contact the County regarding problems that we are aware of in our neighborhood to try to get them remedied.

Keeping informed and actively attending various meetings with regard to the Loch Lomond Marina Development.

  • Election of Board Members:
    • There were no write-in and no nominations from the floor.
    • Bruce MacPhail, Bill Gates and Rick Hopper were all unanimously re-elected to 3-year terms.
  • Save Loch Lomond Marina:
    • David reported on the Draft EIR and the response to it.  There were 3+ thick volumes which had to be responded to.
    • The current mitigated alternative plan is for 84 units.  A combination of single family, condos and cottages.
    • They are planning to keep Loch Lomond Market, but, in a different location.
    • David encouraged everyone to attend all future meeting about the marina.
      • It is important that there are as many new faces and people talking as possible.
  • San Pedro Road Coalition:
    • Alan Schaevitz is the webmaster for the Coalition website.
    • Bonnie Marmor, Co-Chair of the Coalition, explained the purpose of the Coalition and how it has expanded its purview.
    • The Coalition is concerning itself with:
      • Dust from the San Rafael Rock Quarry causing health issues
      • Quarry noise issues
      • Future of the Quarry – future housing and development
  • Emergency Preparedness:  Stuart Brown is the chair of this committee.
    • Our Emergency Preparedness Committee is a fledgling committee.  We will be working on communications and planning

    • Our major  concerns are: 1) Wild Fire; 2) Flood & Mudslides; 3) Earth Quakes
      • The Earthquake Supply Center is located at 3095 Kerner Blvd.  They give homeowner associations a 10% discount.
      • We shouldn’t put off getting prepared
  • Neighborhood Preservation Association (NPA):
    • Stuart Brown reported on this committee and its concerns about the expansion of Bayside Marin.  We are working to understand what the law says, to clarify the law and to make sure that everyone is complying with the law. Our concern is with the two facilities on Bayview Drive and a third one on Tweed Terrace (Loch Lomond) being run as a single campus.  Mr. Perry Litchfield, CEO of Bayside Marin, has also purchased 180 Bayview Drive.  At this time we are not sure what his plans are for this home.
    • Since Mr. Litchfield was in attendance, Stuart asked him if he wanted to address the group.  He did.  He stated that Bayside Marin has been looked at carefully and they are operating properly.  He warned us to be careful what we wished for because if he has to run his facilities separately then we may have more traffic and disturbance.  Brown made reference to the recent letter sent to homeowners from the Neighborhood Preservation Committee and urged people to contribute to the NPA. (Further information on the NPA can be found through the link under “Contacts and Links” on the www.baysideacres.orgwebsite.
  • Saving Beach Drive Wetlands:
    • Steve Cotton spoke about the marsh area next to Beach Drive.  He brought handouts for everyone to read.
    • The inlet is filling in fast.  He feels this is the biggest problem for our community.
    • He would like to start a fundraising effort to help fix the wetlands.  One idea they had was to have an Open House Gardens Tour.
  • The meeting was adjourned at 11:15 AM
