The meeting was called to order by President David Tattersall at 6:40 PM in the meeting room at the Loch Lomond Yacht Club in San Rafael. Twenty-seven people attended.
The minutesof the “virtual” meeting of April 13, 2011 were approved as submitted.
Status of Membership: Stuart Brown reported that at the close of the last fiscal year (March 31, 2011) there were 93 paid memberships, or 55% of the 167 addresses in Bayside Acres. Mary Sinclair reported that for this meeting there are 59 paid memberships. Likely this will increase when we have the party in August.
Treasurer’s Report:Treasurer Mary Sinclair reported that we have $2,208.89 in our account.
Summer Party:A reprise of last summer’s popular party is planned for August 26 at the Loch Lomond Yacht Club. This year the cost will be $5/person, or $10/person for late comers. The Association will purchase all the food this year, since last year many guests did not bring a salad as requested.
Election of Board Members:
- David reviewed the distribution and rotation of Board Members. The terms of Alan Schaevitz (Bayview Drive), Stu Brown (Main/Manzanita) and David Tattersall (Chicken Point) have expired this year. All 3 agreed to run again. In addition, John Younger placed his name in nomination for the Main/Manzanita area.
- Mary Sinclair received both mail-in ballots and a handful from this evening (dues must be paid in order to vote). She reported that all the incumbents have been re-elected. [A check on the vote count after the meeting showed the following: Schaevitz received 49 votes, Tattersall 50 votes, Brown 42 votes, and Younger 6 votes.]

Old Business: Alan Schaevitz reviewed activities of the Point San Pedro Road Coalition –
- San Rafael Rock Quarry: The Quarry is operating according to its permits. They have received extensions for some planning items.
- Loch Lomond Marina Development: The State of California has twice extended the expiration dates for the development permits. They are now good until Aug., 2014. The Coalition has been monitoring wetland protection and general property maintenance. There is no direct contact with the owners; the Coalition works with Paul Jensen of San Rafael Public Works. Also, the Coalition opposed a proposal to transfer low cost housing permits from the Marina to another development on North San Pedro Road. San Rafael holds that the permits can’t be traded without reopening the Marina’s own development permits.
- Escona Place: The Coalition successfully challenged this development above San Pedro School.
- Property Bordering China Camp: The Coalition has participated in discussions with the City of San Rafael regarding the property owner’s request that the City cede a portion of the shoulder of Point San Pedro Road next to the property.
New Business / Property Owner Questions:
- San Pedro Road Median Landscaping: A couple of people pointed out safety concerns related to plants in the median obscuring oncoming cars to people making turns into Marine Drive and Main Drive. Action: Alan will follow up with Nader Mansourian, San Rafael Public Works.
- Main Drive / Seaview Median: One person said this median is unsightly and wondered who is responsible. Stu stated that the median is entirely within the City of San Rafael and the Glenwood Homeowners’ Association. Action: Alan will contact the Glenwood Homeowners’ Association to see if things can be improved.
- Bayside Acres Sign: One person wanted to know if the sign at the foot of St. Luke’s property on San Pedro Road could be improved. This sign was made and installed many years ago by a homeowner, and was recently repainted. There are four entrances to Bayside Acres, which creates a logistical problem for sign design and placement. Action: Stu will contact the County to see if they can suggest something.
- Status of Bayside Marin: Alan gave an update. Perry Litchfield still owns the properties and leases the houses to CRC Health Group. The business is active. The facility in the Marina was moved to 4’th St. in San Rafael.
- Recent Police Action: During and after the April 19 police pursuit of robbery suspects in the Chicken Point area, 3-4 automated phone calls were issued by the County’s Emergency Response phone system, advising residents to stay indoors and be on the alert for possible suspects. However, at least 8-10 residents on both sides of San Pedro Road did not receive the calls. Action: Alan will follow up with the County, and asked that those who did not receive the calls contact him about having their phone numbers added to the distribution.
- China Camp Closure: Alan explained that the Friends of China Camp is trying to raise $40,000 within the next 2-3 weeks in order to keep the Camp open this summer.
- Basis for PSPR Median Upgrade Tax: Alan explained the history of the tax.
- Schedule for Repaving PSPR: The SRRQ will donate materials for this repaving, which will be scheduled after the median restoration is completed, likely in the summer of 2013.
