April 20,2020 Board Meeting

The Board convened virtually using ZOOM software at 5 PM.  Present were: David Tattersall, Ogden Hamilton, Joe Tyszkiewicz, Alan Schaevitz, Laurie Favaro, Julia Glenister, Bob Lenz, Abbie Urban, and Stuart Brown. Absent: None.

  • David welcomed Bob Lenz to the Board. He has been elected to replace Mary Sinclair, who retired near the end of her term after many years of service. 
  • It was moved, seconded, and passed (MSP) to approve the minutes of the Board meetings of March 11, 24, and 26, and the annual meeting of April 16.
  • Election Results and Membership Status: Stu recapped the results of the April 16 annual meeting, as reported in the minutes of that meeting. 49% of the ballots were voted online. Alan’s prompting emails were effective in increasing the voter response, which was 54% higher than last year. David thanked Alan for all the work he did to set up the online voting. 
    • Alan said that the link to pay dues is now permanent on the baysideacres.org website. 
    • David suggested that the same protocol might be used to RSVP for the annual party. Alan agreed. A separate PayPal button could be programmed for party guests. 
  • Election of Board Officers: Stu asked David to continue as President. David invited Julia to be Vice President, and she agreed. It was MSP to elect David Tattersall President, Julia Glenister Vice President, Abbie Urban Treasurer, and Stuart Brown Secretary for the 2020/21 fiscal year.
  • Member Comments of Election Ballots (see minutes of Annual Meeting):
  • Bert Thunstrom – trees on Main Drive: This is an action item from the March 24 Board meeting. Action: Julia and Ogden, who are both on the Firewise Committee, will contact Bert to update him on the status.
  • Kristen Williams – concern about church noise and the proposed cell tower at St. Luke’s Church: Action: Abbie will contact Kristen to update her on the status. The tower would face the top of the driveway to the church. The church has been increasingly commercialized. In its application the church eschewed amending its 1960’s era permit, fearing new restrictions. 
    • David asked if the Board should ask the County to review the permit. Abbie was told by the planner that such a review was unlikely. It has been stated in the news that government regulations preclude objecting to the tower for health reasons. 
    • Abbie reported that the County has returned the application to the Church since they have not shown that there is no alternate location for the tower on a) public land or b) open space, both of which have legal precedence over private land.
    • It was agreed that we should wait until the application is resubmitted to the County.
  • Karin Hern – have more member meetings: Ogden said this could be done as part of the Firewise outreach effort. Also, the summer party is a venue. 
    • Alan suggested changing the fiscal year so that the summer party is the annual meeting. Stu pointed out that this would result in fewer member meetings. David noted that if Covid-19 restrictions are still in place there might not be a summer party this year. Alan withdrew his suggestion. 
    • Action: David will contact Karin to follow up.
  • Tony Porter – commercial enterprises in the neighborhood: Alan reminded us that State law says that rehabilitation facilities must be treated the same as single family residences. Action: Alan will contact Tony.
  • Fran Freedman – traffic build-up trying to enter southbound 101: Alan said this is an issue for the Point San Pedro Road Committee of the Point San Pedro Road Coalition. Action: Alan will put Fran in touch with Kevin Hagerty, chair of that committee. 
  • Peter Stack – idea for mirror on wall below St. Luke’s to help drivers with left turn from Beach Drive onto Pt. San Pedro Road: Alan said this is another issue for the Road Committee of the Coalition. Action: Alan will follow up with Peter and refer the question to Kevin Hagerty.
  • David suggested that the County could stripe the left lane on San Pedro Road to allow space in the median for cars making the left turn from Beach Drive.
  • Heidi Pay – trees on Main Drive; access to fire road for emergencyevacuation: The tree issue is the same as #1 above. Ogden has been told by the Emergency Manager at City of San Rafael, Quinn Gardner, that the fire department won’t allow access to the fire roads in order not to impede fire trucks. Julia said we should get the fire department on record about this and then bring it to BAHOA members for discussion. Ogden has studied the evacuation protocols in detail and believes both the trees and the fire roads should be part of the conversation. Action: Julia and Ogden to follow up and contact Heidi.
  • Julia Brought up the Issue of How to Notice Permit Applications for Bayside Acres Properties in the City of San Rafael: We now have a link on Baysidacres.org to a County listing of current building permits. On the City site, you need either the address or the parcel number to see if there is an active permit for that residence, whereas on the County site you get a list of active permits for “South San Rafael” which includes Bayside Acres. There are roughly 16 parcels within Bayside Acres that are within the City limits. The question was raised as to whether we should list those 16 addresses and it was agreed that we should not do so.
    • David noted that a post on baysideacres.org currently lists the properties in Bayside Acres with active permits. He recommended that this post be deleted, leaving only the link to the County web page giving the list. The Board was in favor of this. 

The Board reviewed an email blast from Julia and Ogden regarding legal landscaping during the Covid-19 restrictions. It was MSP to send this to our email list. It will also be posted on baysideacres.org. 

The next Board meeting will likely be in June, if needed, to plan for the summer party in August.
