August 29, 2006 Board Meeting

President David Tattersall called the meeting to order at 6:45 PM in his home at 26 Beach Drive. Present were:  David Tattersall, Laurie Favaro, Stuart Brown, Alan Schaevitz, Bill Gates, Rick Hopper and Susan Wilhelm

Absent:  Bruce MacPhail

OLD BUSINESS

Website Update: Alan reminded David to let the County know to send all e-mails regarding building permits issued in our neighborhood to him so they can be reported and/or updated on the website.

Loch Lomond Marina Committee Update:  David updated us on what was happening with the Loch Lomond Marina Committee.  It was moved, seconded and passed that the Bayside Acres Homeowners Association support our members that are on the committee as its representatives (David Tattersall, Alan Schaevitz, Susan Wilhelm, and Bill Gates).

David asked that we all read the “Position Paper” and send us comments.

Neighborhood Party: The Board decided to put off the Neighborhood Party until late next spring or early summer.

Election of Officers: It was decided that Alan Schaevitz would put an announcement on the website to see if anyone is interested in running for the three (3) board positions that are up for election.  The board positions will each be for 3 year terms.

David will e-mail Bruce MacPhail to see if he is interested in remaining on the board.

Rick Hopper and Bill Gates have both expressed interest in remaining on the board.

Annual General Meeting:  We decided on Saturday, December 2ndfor the next AGM.  We want to keep the meeting to about 1 hour and then have approximately 2 hours for the overview to emergency preparedness seminar.  Sue will contact Gwen, from St. Luke’s Church to reserve the room and negotiate a price with her.  Sue will reserve the room from 9:30AM to 1:30PM.  Stuart will contact Yves Masson to make sure he is available on that date.

Laurie volunteered to make the flyer for the meeting.  Sue will e-mail her a copy of a previous flyer for her information.  Rick has volunteered to send out the flyers if Alan can print the labels.

NEW BUSINESS

Beach Drive Marsh: Susan Adams of the County Board of Supervisors has said that if we can raise $5,000 that she can would be able to use discretionary funds to match that amount.

The question is if the inlet fills in with reeds will fixing the flapper valve into the marsh help? David will go back to Rodney Ruskin to ask questions about the Beach Drive Slough.

Noise Ordinance and work hours:  Unlike the City, the County has very lax ordinances regarding work hours. Currently the only hours you can’t work are from 11PM to 7AM 7 days a week.  Susan Adams is in favor of asking for sticker hours.

Stuart Brown will get a copy of the San Rafael, Belvedere, and Marin County Noise Ordinances.  He will draft a new or amended ordinance with suggestions for our Board to review.

Neighborhood Preservation Association (NPA):  Alan Schaevitz asked if the NPA could use the Bayside Acres mailing list to send a letter explaining our concerns about Bayside Marin and asking for donations to help pay for legal fees.  He said that the NPA’s goal is to force Bayside Marin to obey the law, as we believe that it was intended, and to operate each of the three residences as the standalone six-bed facility it was licensed to be – not a large 18 bed commercial rehab facility.  It was moved, seconded and passed that we endorse the NPA and allow them to use our mailing list for this purpose.

The meeting was adjourned at 8:30 PM.
