A group of neighbors from both the Bayside Acres subdivision and the Loch Lomond subdivision formed an unicorporated, voluntary organization called the Neighborhood Preservation Association (NPA). This organization is intended to address community issues and concerns raised by Bayside Marin, which operates three residential drug and alcohol rehabilitation and treatment facilities in our neighborhoods. These facilities are at 189 and 191 Bayview Drive (Bayside Acres) and 47 Tweed Terrace (Loch Lomond). In addition, a fourth property, 180 Bayview Drive has been leased by Bayside Marin but is not currently in use. The NPA filed a complaint with the California Department of Alcohol and Drug Programs (ADP) regarding the operation of an integrated campus of the three licensed facilities rather than three independent operations as required by law. The ADP is the department that issues licenses and oversees the operations of facilities such as Bayside Marin. The ADP ruled on this complaint on August 23, 2007 in a manner unfavorable to the NPA. The NPA is now actively involved with other community and governmental organizations, both locally and throughout California, to address the issues indentified in their complaint that they feel were not properly addressed by the ADP ruling.
